3-language policy: CBSE grants one-time exemption to current Class 9 students
The Central Board of Secondary Education (CBSE) has announced a one-time exemption for students currently studying in Class 9 from complying with the revised three-language policy under the National Education Policy (NEP) 2020. The relaxation aims to ensure a smooth transition as schools implement the new curriculum and language framework.

The Central Board of Secondary Education (CBSE) has provided a one-time exemption to students currently enrolled in Class 9, allowing them to continue with their existing language combinations instead of immediately complying with the revised three-language policy introduced under the National Education Policy (NEP) 2020.
The decision comes as schools across the country prepare for phased implementation of the updated curriculum and assessment framework. The exemption is intended to prevent academic disruption for students who began their secondary education under the previous language structure.
What is the one-time exemption?
According to the CBSE notification, the exemption applies only to students who are presently in Class 9. These students will not be required to alter their existing language subjects midway through their secondary education.
The Board said the measure has been introduced as a transitional arrangement, ensuring that students are not adversely affected while schools align with the revised policy.
What does the three-language policy say?
The three-language formula under the National Education Policy 2020 encourages students to learn three languages during their school education. The policy, however, does not mandate any particular language and gives states, schools and students flexibility in choosing languages based on regional and institutional requirements.
CBSE's revised curriculum aims to bring its academic structure in line with the objectives of the NEP, including multilingual learning and greater emphasis on Indian languages.
Why did CBSE issue the relaxation?
Education experts have pointed out that implementing a new language framework in the middle of an academic cycle could create logistical and academic challenges for schools and students.
The one-time exemption allows schools to complete the ongoing academic cycle without requiring Class 9 students to switch language subjects, while ensuring that future batches follow the revised framework from the outset.
What changes for future students?
While the current Class 9 batch has received a relaxation, students joining secondary school in subsequent academic years are expected to follow the revised language policy as prescribed by the CBSE curriculum.
Schools have been advised to make necessary academic and administrative preparations to implement the updated language framework in accordance with NEP 2020 guidelines.
Significance of the move
The exemption reflects CBSE's attempt to balance educational reforms with practical concerns faced by schools and students. By avoiding mid-course changes, the Board aims to facilitate a smoother transition to the new curriculum while preserving academic continuity for the current batch.
The move is also expected to reduce uncertainty among students and parents regarding language subject selection during the transition period.
