ECI Postpones CEC Gyanesh Kumar’s 2 UP Outreach Events, Says No Link to Row

New Delhi: The Election Commission of India (ECI) has postponed two youth-focused voter-awareness programmes in Uttar Pradesh that were scheduled to be addressed by Chief Election Commissioner Gyanesh Kumar.

The programmes were planned in Meerut and Varanasi as part of the Election Commission's Electoral Literacy Club (ELC) 2.0 outreach initiative. The postponement comes amid a controversy over reported differences within the three-member poll panel, although the ECI has said there is no connection between the two developments.

Which two events were postponed?

The first programme was scheduled for September 25 in Meerut. It was a regional conference under the ELC 2.0 initiative and included an interaction with young voters.

The second event was scheduled for September 28 in Varanasi, where Kumar was expected to interact with young and first-time voters as part of the Commission's voter-awareness campaign.

Officials said both programmes have now been postponed indefinitely, with no fresh dates announced so far.

What did the Election Commission say?

An ECI official said the postponement was not linked to the ongoing controversy involving the poll panel.

According to the Commission, the decision was taken on September 21 and communicated to officials the same day. The ECI said changes to the dates of outreach programmes can occur because of factors including venue availability, schedules of senior officials and natural circumstances.

The Commission also pointed to previous instances in which ELC conferences in Himachal Pradesh, Ladakh and Uttarakhand had been postponed or rescheduled.

Why has the postponement attracted attention?

The decision comes shortly after reports of differences within the Election Commission over aspects of electoral-roll management and the Special Intensive Revision (SIR) exercise.

The Indian Express reported that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had recorded objections on multiple occasions over the previous 10 months concerning issues related to voter additions, deletions, restoration of names and changes to the voter-registration process.

The ECI has maintained that the full Commission's final decisions, including those relating to SIR, were taken unanimously.

What is the ELC 2.0 programme?

The Electoral Literacy Clubs are an Election Commission initiative aimed at familiarising school and college students, particularly young and first-time voters, with the electoral process.

The programme covers subjects such as voter registration, polling, counting and the role and functioning of the Election Commission. The revamped ELC 2.0 initiative is being rolled out through regional conferences and other outreach activities.

The Uttar Pradesh programmes are particularly relevant in the run-up to the 2027 Uttar Pradesh Assembly election, when a large number of young voters will be part of the electorate.

What is the controversy involving the Election Commission?

The postponement comes against the backdrop of reports about internal objections by two Election Commissioners.

According to reports, Sandhu and Joshi had raised written objections on several occasions involving electoral-roll processes. The reports have triggered political criticism of CEC Gyanesh Kumar, with some opposition groups calling for his resignation.

The reported objections and political demands remain part of an ongoing public and political dispute. They do not by themselves establish wrongdoing by Kumar or the Election Commission.

The ECI, for its part, has said that differences or observations during internal deliberations are part of the functioning of a multi-member constitutional body and that its final decisions were unanimous.

The ECI has specifically said that the decision to postpone the two Uttar Pradesh programmes was taken on September 21.

That date is significant because reports about the internal differences within the Commission became widely public only later in the week. The Commission has therefore used the timing to explain that the postponement should not automatically be interpreted as a response to the controversy.
