Nayab Saini asks officials to strengthen welfare delivery and monitoring

Chandigarh: Haryana Chief Minister Nayab Singh Saini has instructed government officers to strengthen monitoring of welfare schemes and ensure that eligible beneficiaries receive their entitlements with complete transparency and effectiveness.

Saini issued the directions while chairing a review meeting of key state government departments in Chandigarh on Monday. Departments including Agriculture and Farmers Welfare, Horticulture, the Haryana State Agricultural Marketing Board, Development and Panchayats, Irrigation and Water Resources, and Cooperation were reviewed.

Focus on tangible benefits, not just figures

Saini said departmental best practices should not be limited to improving statistics or increasing the number of schemes implemented.

According to the state government, he emphasised that the ultimate objective should be to provide tangible benefits to farmers, rural communities, women, youth and the general public.

He also directed officials to strengthen the use of technology, transparency and monitoring in welfare programmes and replicate successful practices across other departments.

Fertiliser system integration reviewed

The Chief Minister reviewed the Agriculture and Farmers Welfare Department's integration of the Integrated Fertiliser Management System (IFMS) with the Meri Fasal Mera Byora (MFMB) portal.

Under the system, fertilisers are supplied through point-of-sale machines to verified and registered farmers. The government said the system helped save ₹820 crore in subsidies between October 8, 2025 and September 14, 2026, while also helping curb the misuse and black marketing of urea and DAP fertilisers.

Farmers to get faster pest alerts

Saini also asked agricultural scientists to maintain greater contact with farmers by regularly visiting fields and conducting research into crop pests and diseases.

Particular attention was given to the emergence of caterpillars. The Chief Minister directed officials to ensure timely identification of crop threats and provide farmers with information and solutions.

He further ordered work towards an e-Pest Surveillance System that could alert farmers about pest-related threats and called for a dedicated research centre focusing on new agricultural technologies and improved crop varieties.

Insurance and crop compensation schemes reviewed

The meeting also covered the Mukhyamantri Kisan Evam Khetihar Mazdoor Jeevan Suraksha Yojana. Saini directed officials to ensure that every eligible farmer receives the benefits and compensation due under the scheme.

While reviewing the Bhavantar Bharpai Yojana, he asked officials to strengthen verification of crop production, sales and mandi transactions. Crop mapping and verification mechanisms are also to be improved so that benefits are linked to genuine production and sales.

Rural libraries also discussed

The Atal Library initiative of the Development and Panchayats Department was another subject of review.

According to the government, 996 Atal Libraries have been established in the first phase, while the second phase involves setting up another 1,000 libraries at a cost of ₹86.6 crore. The initiative is aimed at improving access to study facilities for students and young people in rural areas.

The latest directions are part of the Haryana government's wider emphasis on technology-driven administration, monitoring and last-mile delivery of welfare benefits.
