New Delhi: What began as a Class 12 student's investigation into CBSE examination processes has now reached the halls of Parliament.
Seventeen-year-old Sarthak Sidhant appeared before the Parliamentary Standing Committee on Education, Women, Children, Youth and Sports on Tuesday, presenting his findings regarding the Central Board of Secondary Education's controversial On-Screen Marking (OSM) system and the tender process associated with it.
The hearing marks a remarkable moment in India's education landscape. Rarely does a school student become a central figure in a national policy debate, let alone present evidence directly before a parliamentary committee.
According to reports, the committee reviewed concerns surrounding the implementation of the OSM system used in CBSE Class 12 examinations and examined allegations raised by students regarding transparency, evaluation accuracy and procurement procedures.
How the Controversy Started
The controversy gained momentum after Sidhant published a detailed analysis of CBSE tender documents available on the Central Public Procurement Portal.
The Jharkhand-based student claimed he had identified multiple discrepancies between different versions of tender documents linked to the OSM project. According to his findings, several eligibility conditions and qualification requirements appeared to have been altered during the procurement process.
His blog post quickly went viral among students, teachers and political leaders.
The issue became larger than a debate over examination results. It evolved into questions about whether procurement rules were changed in a manner that benefited a specific private vendor involved in the project. CBSE has repeatedly denied wrongdoing and defended its procurement procedures.
What Sarthak Told the Parliamentary Committee
Reports indicate that Sidhant presented a detailed comparison of tender documents before lawmakers.
Among the concerns reportedly raised were changes in qualification criteria, revisions to financial requirements, modifications to blacklisting provisions and alterations to clauses relating to vendor eligibility. He alleged that at least 15 discrepancies existed across different stages of the tender process.
Speaking after the presentation, committee members indicated that the matter would be examined further before any recommendations are made.
The committee is chaired by senior Congress leader Digvijaya Singh, who confirmed that Sidhant had completed his presentation and that the panel would evaluate the submissions alongside responses provided by CBSE officials.
Understanding the OSM System
The On-Screen Marking system was introduced by CBSE as part of a broader push toward digital evaluation.
Under the model, answer sheets are scanned and evaluated digitally rather than through conventional manual checking methods. The system is designed to improve efficiency, reduce human error and speed up result processing.
However, implementation challenges emerged almost immediately.
Students reported discrepancies in marks, technical glitches and concerns about transparency. Several complaints surfaced on social media after the declaration of Class 12 results, prompting a wider public debate over whether the transition had been rushed.
Supporters of digital evaluation argue that technology can improve consistency. Critics counter that large-scale educational reforms require extensive pilot testing before being rolled out nationwide.
Even Sidhant has reportedly stated that the OSM concept itself is not necessarily flawed but requires better testing, oversight and safeguards.
