Supreme Court Gives Posthumous Clean Chit to Former PM Dr Manmohan Singh in Coal Block Allocation Case

New Delhi: The Supreme Court has granted a posthumous clean chit to former Prime Minister Dr Manmohan Singh in the long-running coal block allocation case, bringing legal closure to allegations that had once placed his role under intense scrutiny.

In its judgment, the apex court held that the material placed on record did not justify criminal proceedings against the former Prime Minister. The bench observed that the legal requirements necessary to establish culpability had not been met, effectively ending the case against him.

The coal block allocation controversy, popularly known as the 'Coalgate' case, centred on the allocation of coal mining blocks to public and private entities between 2004 and 2009. During part of this period, Dr Manmohan Singh also held the additional charge of the Coal Ministry, leading to legal and political questions over the allocation process.

The Supreme Court's ruling comes after years of litigation and investigation into various aspects of the coal block allocation process. While several cases related to specific allocations continued through different courts, the latest verdict specifically addresses allegations concerning the former Prime Minister.

The court noted that criminal liability cannot be inferred solely from a person's official position. It emphasised that prosecution must be supported by clear evidence demonstrating knowledge, intent or active involvement in any alleged wrongdoing, none of which, the bench found, had been established against Dr Singh.

Legal experts said the judgment reinforces the principle that criminal prosecution must rest on evidence rather than assumptions arising from constitutional office. The ruling is also expected to serve as an important precedent in cases involving decisions taken by public officials in their official capacities.

The verdict has triggered political reactions across party lines. Leaders from the Congress described the judgment as a vindication of Dr Manmohan Singh's integrity and public service, arguing that he had been subjected to years of political criticism despite the absence of evidence establishing personal wrongdoing.

The BJP, which had consistently criticised the UPA government's handling of the coal allocation process, is expected to respond after studying the detailed judgment. Political observers noted that while the verdict concerns Dr Singh's individual legal liability, it does not alter the broader judicial findings delivered in separate coal block allocation cases over the years.

Dr Manmohan Singh, who served as India's Prime Minister from 2004 to 2014, was widely regarded as an economist and statesman. The Supreme Court's decision closes one of the last remaining legal chapters associated with his tenure, offering posthumous judicial relief in a case that shaped India's political discourse for more than a decade.
