Venezuela's Delcy Rodriguez to Visit India as New Delhi Seeks Stronger Energy Partnership
New Delhi: Venezuela's interim President, Delcy Rodriguez, will undertake a five-day visit to India from June 3 to June 7, marking one of the most significant diplomatic engagements between the two countries in recent years.
The visit comes at a crucial time for India, which has been expanding its crude oil purchases from the South American nation while navigating turbulence in global energy markets. According to officials from India's Ministry of External Affairs, Rodriguez is expected to hold talks with Prime Minister Narendra Modi and senior ministers on a broad range of issues, with energy cooperation expected to dominate the agenda.
Energy at the Centre of Discussions
India's growing appetite for Venezuelan crude has emerged as a key factor behind the visit.
Recent trade data indicate that India has become one of the largest buyers of Venezuelan oil. In May, Indian imports of Venezuelan crude reportedly reached around 427,000 barrels per day, making India the second-largest importer of Venezuelan oil after the United States. Indian refining giant Reliance Industries has been among the major purchasers.
Foreign ministry spokesperson Randhir Jaiswal said discussions would cover the entire spectrum of bilateral relations, including:
Energy cooperation
Trade and investment
Pharmaceuticals
Healthcare
Transportation
Renewable energy
Officials believe the visit could pave the way for new agreements aimed at ensuring stable crude supplies and encouraging greater economic cooperation between the two countries.
Why Venezuela Matters to India
For India, energy security remains a top strategic priority.
As the world's third-largest oil importer and consumer, India relies heavily on overseas supplies to meet domestic demand. Any disruption in global oil flows can have a direct impact on inflation, transportation costs and industrial activity.
Venezuela possesses some of the world's largest proven crude oil reserves. For years, it was an important supplier to India before sanctions and geopolitical tensions disrupted trade flows.
Imports from Venezuela had largely stopped after international restrictions affected the country's oil sector. However, recent policy changes and easing of some restrictions have enabled Indian refiners to return to Venezuelan crude.
Energy analysts say Venezuela offers India an opportunity to diversify supply sources and reduce excessive dependence on any single region.
Global Supply Concerns Add Urgency
The timing of Rodriguez's visit is significant.
India and several other major energy consumers have been closely monitoring disruptions affecting traditional oil supply routes. Concerns over shipping movements through the Strait of Hormuz and broader geopolitical tensions have prompted refiners to explore alternative sources of crude oil.
Experts believe Venezuela's role in India's import basket could continue to grow if commercial conditions remain favourable.
"India's energy strategy increasingly revolves around diversification. Venezuela offers a valuable option because of its vast reserves and the willingness of both governments to strengthen cooperation," said a New Delhi-based energy market analyst.
A Relationship Beyond Oil
While energy will dominate discussions, both countries are expected to explore opportunities beyond crude trade.
Officials have indicated that investment, pharmaceuticals, healthcare services, infrastructure development and renewable energy partnerships will also feature prominently during the talks.
Indian pharmaceutical companies have long viewed Latin America as a promising market. Greater cooperation with Venezuela could create opportunities for exports of medicines, medical equipment and healthcare services.
The two countries are also examining ways to strengthen transportation and logistics links that could facilitate increased trade volumes in the coming years.
Growing Diplomatic Engagement
Rodriguez is no stranger to India.
She previously visited India in February 2025 while serving as Venezuela's oil minister and participated in India Energy Week. That visit laid the groundwork for expanded cooperation in the energy sector.
Diplomatic engagement between New Delhi and Caracas has accelerated over the past year. Earlier this year, Prime Minister Modi and Rodriguez discussed a roadmap for expanding bilateral cooperation in sectors including energy, agriculture, science, technology, mining and tourism.
The upcoming visit is expected to build on those discussions and provide political momentum for new commercial agreements.
What It Means for Indian Consumers
Although diplomatic visits rarely produce immediate changes at the fuel pump, stronger energy ties can have long-term benefits.
A more diversified crude supply network helps India reduce exposure to regional disruptions and price shocks. Stable access to crude oil can contribute to predictable refining operations and support economic growth.
For industries dependent on petroleum products, greater supply security can help improve planning and reduce uncertainty during periods of global volatility.
West Bengal, which hosts major industrial and port infrastructure including Haldia's petroleum and petrochemical facilities, could indirectly benefit from stronger crude supply arrangements that support India's refining sector and downstream industries.
International Reactions
The visit is being closely watched by energy markets and diplomatic observers.
Venezuela has been actively seeking to rebuild international economic relationships and attract foreign investment into its energy sector. At the same time, India is pursuing a pragmatic approach focused on securing affordable energy supplies while expanding global partnerships.
Analysts say the Rodriguez visit reflects a broader trend of countries reassessing energy partnerships amid changing geopolitical realities and shifting trade routes.
What Happens Next?
The key outcomes to watch during the June 3–7 visit will be any announcements related to:
Long-term crude supply arrangements
Energy sector investments
Trade expansion measures
Renewable energy cooperation
Healthcare and pharmaceutical partnerships
With India's energy demand expected to continue rising over the coming decade, the strengthening of ties with Venezuela could become an important element of New Delhi's long-term energy strategy.
The meetings in New Delhi are likely to offer a clearer picture of how far both sides are prepared to go in deepening a partnership that is increasingly centred on energy security and economic cooperation.
