Abhijeet Dipke Detained Ahead of Tiranga March

Abhijeet Dipke, founder of the Cockroach Janta Party, was preventively detained by Delhi Police on Friday while travelling to participate in the organisation’s proposed ‘Lehra Do Tiranga’ protest at Central Park in Connaught Place.

The march had been scheduled for 5 pm on October 16. Dipke was detained after leaving the residence where he was staying in the Jhandewalan area of Delhi. According to reports, police personnel had visited the residence earlier and served him a notice advising him against proceeding with the proposed demonstration.

In a video shared by CJP, Dipke questioned the police action, saying he was alone and asking how simply stepping outside could amount to a violation. His detention prevented him from reaching the planned protest venue. <Cite refs={["turn846691search14","turn846691search15"]}/>

Why Did Delhi Police Detain Neha Bora?

AISA president Neha Bora was also detained by Delhi Police while heading towards the protest. She was picked up near Mandi House, where student activists had assembled.

The detentions occurred amid heightened security across central Delhi, with police personnel deployed around Connaught Place and other locations associated with the planned demonstrations.

The police action triggered jostling among protesters, journalists and security personnel. Police sources said Dipke was taken to Jafarpur Kalan police station following his detention. <Cite refs={["turn846691search1","turn846691search2","turn846691search17"]}/>

Police Cite Restrictions and Lack of Permission

Delhi Police had denied permission for the proposed march, citing restrictions on public gatherings and concerns about maintaining law and order in the busy commercial district of Connaught Place.

Authorities referred to prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). The New Delhi Municipal Council had also not granted permission for the proposed event at Central Park.

Police said the restrictions were intended to prevent disruption to commuters, traders, patients and other members of the public, as well as to manage traffic and maintain public order.

The authorities’ position was that the planned procession could not proceed without the required permission while the restrictions remained in force. CJP supporters, however, questioned the curbs and presented the proposed march as a peaceful demonstration involving the national flag. <Cite refs={["turn846691search3","turn846691search15","turn846691search2"]}/>

What Was the ‘Lehra Do Tiranga’ Protest About?

CJP had called the march to protest the detention of its members Saurav Das and Ashutosh Ranka and to demand the resignation of Chief Election Commissioner Gyanesh Kumar.

The demonstration was also linked to opposition concerns over the Special Intensive Revision (SIR) of electoral rolls. Critics have argued that the revision process could exclude eligible voters and have called for greater transparency and accountability from the Election Commission.

The Election Commission has maintained that electoral-roll revision is intended to improve the accuracy of voter lists. Allegations of political bias and deliberate exclusion remain disputed.

CJP and its supporters framed the proposed march as a protest over electoral transparency, the treatment of activists and restrictions on designated protest spaces. <Cite refs={["turn846691search1","turn846691search15","turn846691news18"]}/>

Heavy Security at Connaught Place and Mandi House

Delhi Police stepped up security ahead of the planned demonstration. Central Park was cordoned off, barricades were installed and personnel were deployed to control access to the area.

Despite the restrictions, protesters gathered at Connaught Place and Mandi House, carrying the national flag and raising slogans. Reports said police began detaining other demonstrators who reached the area, with around 150 people detained during the course of the protests, according to police sources cited by PTI.

The heightened security arrangements reflected the authorities’ efforts to prevent an unauthorised gathering in a major commercial and transport hub. At the same time, the demonstrations drew attention to questions about how restrictions on public assemblies are applied. <Cite refs={["turn846691search2","turn846691search17","turn846691news19"]}/>

Debate Over Protest Rights and Public Order

The detention of Dipke and Bora has added to the debate over the balance between maintaining public order and protecting the right to peaceful protest.

Police have maintained that the restrictions were necessary to prevent disruption and ensure public safety. Protest organisers and supporters, meanwhile, have questioned the denial of permission and the detention of people travelling to join the demonstration.

The dispute also comes amid wider political tensions surrounding electoral-roll revision and demands for the Chief Election Commissioner’s resignation. The legality and circumstances of individual detentions remain matters that must be assessed against the applicable orders and facts of each case.

Conclusion

Delhi Police detained CJP founder Abhijeet Dipke and AISA president Neha Bora on October 16 ahead of the proposed ‘Lehra Do Tiranga’ protest at Connaught Place. Authorities cited prohibitory orders, the lack of permission for the march and public-order concerns.

Although the key organisers were detained, demonstrators gathered at Connaught Place and Mandi House amid heavy security. The incident has renewed debate over electoral-roll revision, restrictions on public gatherings and the right to peaceful assembly in the national capital.
