IRCTC hotel case: Delhi court orders charges against Lalu, Rabri and Tejashwi

New Delhi: A Delhi court has ordered the framing of charges against former Railway Minister Lalu Prasad Yadav, his wife and former Bihar Chief Minister Rabri Devi, and their son Tejashwi Yadav in the long-running IRCTC hotel tender case.

The development marks a significant stage in a case that dates back to allegations concerning the award of contracts for operating two Indian Railway Catering and Tourism Corporation (IRCTC) hotels during Lalu Prasad's tenure as Railway Minister.

The case is being heard before the Rouse Avenue court in Delhi. Recent court proceedings have focused on whether the material collected by the Central Bureau of Investigation (CBI) warrants formally framing charges against the accused. 

What is the IRCTC hotel case?

The case concerns the alleged irregularities in the tender process for the operation and maintenance of IRCTC hotels in Ranchi and Puri.

The CBI has alleged that the hotel contracts were awarded to a private company in exchange for an alleged quid pro quo involving valuable land in Patna. The agency's case centres on alleged criminal conspiracy and cheating, along with provisions of the Prevention of Corruption Act.

Lalu Prasad was Railway Minister between 2004 and 2009, when the alleged irregularities are said to have taken place.

What are the allegations against the Yadav family?

According to the CBI's case, a private company was allegedly favoured in the process of obtaining contracts to run the IRCTC hotels.

The agency has alleged that, in return, a piece of prime land in Patna was transferred through a company linked to the alleged beneficiaries at a price substantially below its market value.

Lalu Prasad, Rabri Devi and Tejashwi Yadav have denied wrongdoing. The allegations remain matters for trial, and the framing of charges does not amount to a finding of guilt.

Tejashwi Yadav's role in the case

Tejashwi Yadav, who later became Deputy Chief Minister of Bihar, was named as an accused by the CBI.

The agency has alleged that he was connected to the alleged transaction involving the Patna property and has invoked provisions relating to criminal conspiracy and cheating against him. 

His legal team has challenged the proceedings at various stages. In January 2026, the Delhi High Court sought the CBI's response to a plea by Tejashwi challenging the earlier order relating to framing of charges. A similar legal challenge had also been made by Lalu Prasad. 

Case dates back to 2017

The CBI registered the case in 2017, several years after the alleged transactions.

The investigation subsequently resulted in a chargesheet naming Lalu Prasad, Rabri Devi, Tejashwi Yadav and others. The proceedings have moved through several stages of arguments over whether the evidence is sufficient to proceed with charges.

The case is separate from the land-for-jobs case, another CBI investigation involving allegations linked to Lalu Prasad's tenure as Railway Minister.

What does ‘framing of charges’ mean?

The court's decision to frame charges does not mean that Lalu Prasad, Rabri Devi or Tejashwi Yadav have been convicted.

At the charge-framing stage, the court examines whether there is sufficient prima facie material to proceed against the accused. The prosecution will then have to establish its allegations during the trial, while the accused will have an opportunity to defend themselves.

The final determination of guilt or innocence will come only after the evidence and arguments are considered during the trial.

Political implications

The court's decision is likely to have political repercussions, particularly for the Rashtriya Janata Dal (RJD) and the Yadav family.

Lalu Prasad remains the RJD's central figure, while Tejashwi Yadav is the party's prominent younger-generation leader. The development comes amid continuing political battles over corruption allegations involving opposition leaders.

The RJD has consistently rejected the allegations against its leaders and has described cases involving the Yadav family as politically motivated.

For now, the IRCTC hotel case moves into another crucial legal phase, with the court proceedings set to determine whether the prosecution can establish the allegations against the accused beyond the prima facie stage.
