India’s $100-Billion GCC Boom Runs Into an Engineer Talent Puzzle

India’s Global Capability Centre (GCC) ecosystem is expanding rapidly, generating around $100 billion in annual revenue and employing more than 2.3 million professionals. However, the sector faces a growing shortage of job-ready engineering talent as demand accelerates for specialised skills in artificial intelligence, data, cloud computing and cybersecurity.

New Delhi: India’s Global Capability Centre (GCC) sector is witnessing rapid expansion, but the country’s ability to sustain the boom could depend on whether it can solve a growing engineering talent challenge.

India is home to more than half of the world’s GCCs, with over 2,100 centres employing around 23 lakh professionals and generating approximately $100 billion in annual revenue. Finance Minister Nirmala Sitharaman has said that the ambition of building an ecosystem capable of supporting around 5,000 GCCs by 2030 is realistic and achievable.

The challenge, however, is not simply producing more engineers. GCCs increasingly need professionals who can contribute to specialised technology and business functions from day one.

India Produces Engineers, But Job-Ready Talent Is Limited

India produces around 1.5 million engineering graduates every year. Yet only about 25% to 30% are considered job-ready for GCC roles, according to data shared by TeamLease Digital with Economic Times.

A large proportion of engineering graduates require between three and six months of structured training before they can take on GCC responsibilities.

This gap between academic qualifications and industry readiness is becoming increasingly important as multinational companies move their Indian GCCs beyond traditional support functions.

GCCs Are Moving Up the Value Chain

India’s GCC ecosystem has evolved significantly over the past decade.

What began largely as a cost-effective location for back-office and technology support is increasingly becoming a hub for engineering, product development, artificial intelligence, data analytics, cybersecurity and business transformation.

As GCCs take greater ownership of global products and platforms, the demand for specialised engineers is rising.

Industry executives say skills in AI, data, cloud computing and cybersecurity are becoming particularly important. This means companies are competing for a relatively limited pool of experienced professionals who possess both technical expertise and the ability to solve complex business problems.

AI Is Making the Talent Gap More Urgent

Artificial intelligence is adding another layer to the challenge.

According to the Quess India AI Workforce Report 2026, India has an AI talent pool of nearly 9.2 lakh professionals, but faces a structural gap of around 9 lakh between demand and available capability.

AI, data and analytics have among the highest supply-demand gaps, estimated at around 36% to 40%, even as demand for these roles continues to grow.

One of the fastest-expanding segments is agentic AI, with demand reported to have increased by between 1,000% and 1,300% quarter-on-quarter.

For GCCs, the issue is therefore shifting from simply finding engineers to finding engineers capable of deploying advanced technologies at enterprise scale.

Competition for Skilled Engineers Is Rising

The shortage of specialised talent is also intensifying competition between GCCs.

Bengaluru and Hyderabad continue to dominate new GCC setups, creating intense competition for skilled workers in concentrated technology markets.

According to industry data cited by Economic Times, overall GCC attrition is around 16% in 2026, while average annual salary increases are approximately 9.8%.

Higher demand for specialised professionals is consequently putting upward pressure on compensation and making employee retention a major priority for GCC employers.

GCCs Are Investing in Upskilling

With external hiring unable to completely solve the shortage, companies are increasingly turning towards reskilling and upskilling their existing employees.

GCCs are reportedly allocating around 23% of their overall budgets to workforce development, almost comparable with the roughly 25% allocated to technology.

Companies can spend anywhere between Rs 50,000 and Rs 2 lakh per employee to develop advanced capabilities in areas such as AI, cloud computing and cybersecurity, depending on the role.

TeamLease Digital estimates that 71% of GCCs are making reskilling a key part of their talent strategy as they struggle to find job-ready professionals.

The approach allows companies to develop skills internally while retaining employees familiar with their organisational systems and processes.

Apprenticeships Could Help Build the Talent Pipeline

Another strategy gaining importance is the use of apprenticeship-led hiring programmes.

These programmes combine classroom learning with practical workplace experience, helping graduates acquire skills that employers actually require.

Industry data cited by Economic Times suggests apprenticeship programmes can deliver transition rates of more than 90% into formal employment when effectively integrated with education and workplace training.

Organisations have also reported lower hiring costs, better retention and higher productivity when apprenticeships are linked closely to business requirements.

The model could help narrow the gap between engineering education and GCC expectations.

Smaller Cities Become Important Talent Markets

The GCC expansion is also encouraging companies to look beyond traditional hubs such as Bengaluru and Hyderabad.

More than 60% of India’s engineering graduates now come from smaller cities, according to NASSCOM data cited in the report.

Tier-2 and Tier-3 cities offer companies access to large pools of technical talent while also providing lower operating costs.

Office rentals in tier-2 cities are estimated at around 40% to 50% of tier-1 city rates, while experienced GCC professionals can cost approximately 20% to 30% less than their metropolitan counterparts.

States including Tamil Nadu, Maharashtra, Rajasthan and Odisha are emerging as important sources of technical talent.

Industry-Academia Collaboration Becomes Critical

The long-term solution may require closer cooperation between educational institutions and industry.

Engineering colleges need to ensure that students receive exposure to emerging technologies and practical workplace requirements before graduation.

The All India Council for Technical Education (AICTE) has introduced initiatives designed to strengthen faculty expertise in emerging areas. Its Industry Fellowship Programme, for instance, allows faculty members to gain practical industry experience and bring that knowledge back into classrooms.

AICTE has also introduced programmes under its Quality Improvement Programme aimed at developing faculty skills in emerging technology areas.

What the GCC Talent Crunch Means for India

India’s GCC sector has become an important component of the country’s technology and services economy.

The sector’s growth is increasingly driven by global companies seeking access to engineering expertise, AI capabilities and specialised technology talent rather than simply lower-cost labour.

That creates a significant opportunity for India, but also raises the stakes around education and workforce development.

If companies cannot find enough job-ready engineers, expansion plans could face delays, higher salary costs and increased employee turnover.

On the other hand, stronger investment in training, apprenticeships and industry-aligned education could help India convert its enormous graduate population into a more effective talent pipeline.

The Road Ahead

India’s $100-billion GCC ecosystem is entering a new phase in which the quality of talent could matter more than the sheer size of the workforce.

The country already has the scale, technology ecosystem and engineering base required to remain a global GCC hub. The key challenge will be ensuring that graduates and experienced professionals have the specialised skills required by increasingly sophisticated global operations.

For GCCs, the future talent strategy is likely to involve a combination of targeted hiring, internal reskilling, apprenticeships, tier-2 city expansion and stronger industry-academia partnerships.

Ultimately, India’s ability to move towards the goal of thousands of GCCs will depend not only on how many centres global companies establish, but on whether the country can build and retain the specialised engineers needed to make those centres innovation and business transformation hubs.
