PM Modi to Chair Two-Day Chintan Shivir

Prime Minister Narendra Modi is chairing a two-day Chintan Shivir of the Union Council of Ministers on September 23 and 24, 2026. The brainstorming sessions are being held at Seva Teerth in New Delhi and are intended to review ongoing government work and identify priorities and reforms for the next phase of governance. 

The exercise comes as the government approaches the halfway point of its current term. Ministers are expected to assess the progress of their respective ministries and discuss measures to improve implementation and governance.

Focus on Reforms and Governance

The Chintan Shivir is expected to cover several areas, including the progress of government schemes, policy implementation, time management, inter-ministerial coordination and public service delivery.

The discussions will also consider reforms, ease of living and measures aimed at reducing compliance requirements. Inputs from ministries and departments, groups of secretaries, the Cabinet Secretariat and NITI Aayog are being brought together for the exercise. 

Viksit Bharat 2047

A key focus of the discussions is the government's Viksit Bharat 2047 vision. The ongoing exercise seeks to develop long-term development priorities and road maps for the country.

The Viksit Bharat process began in 2021, when 10 groups of secretaries were constituted to work on the long-term vision and short- and long-term road maps. Eight presentations and discussions on different aspects of the vision have subsequently been held before the Council of Ministers. 

Ministers Divided Into Groups

The Union ministers have been divided into thematic groups for detailed deliberations. The broad areas include personal efficiency, effective communication, focused implementation, ministry functioning and stakeholder engagement.

Preparatory meetings were held by the groups ahead of the main sessions. Ministers are expected to make presentations and participate in discussions on the assigned themes. 

Discussions on Ministry Performance

The sessions are also expected to involve reviews of ministry performance, objectives and outcomes. Ministers will discuss ongoing programmes and consider priorities for the remainder of the government's current term.

Reports indicate that the exercise is designed to bring together information and recommendations from different parts of the government, allowing ministers to discuss implementation and coordination across departments. 

Previous Chintan Shivir

The latest exercise follows an earlier Chintan Shivir held on October 21, 2021. That session focused on governance and policymaking and took place during the second term of the Modi government.

The current sessions build on the continuing Viksit Bharat 2047 discussions and the government's broader focus on administrative reforms and policy implementation. 

Cabinet Reshuffle Speculation

The Chintan Shivir is taking place amid speculation about a possible Union Cabinet reshuffle. However, there is no official confirmation that the meetings are intended to lead to or are directly connected with a reshuffle.

The confirmed purpose of the sessions is to review governance, implementation, reforms and future priorities. 

What the Chintan Shivir Will Cover

The two-day discussions are expected to bring together work undertaken by ministries, departments, groups of secretaries, the Cabinet Secretariat and NITI Aayog.
