Delhi EV Policy: 382 Charging Sites Approved as Electric Two-Wheeler Registrations Rise 30%
Delhi’s EV policy has recorded a 30% rise in electric two-wheeler registrations, while 382 charging station sites have been approved in the first three months since its launch.

Delhi’s electric vehicle push has gained momentum in the first three months of the city’s new EV policy, with electric two-wheeler registrations rising 30% and 382 charging station sites receiving approval.
The policy, introduced on July 1, aims to achieve at least 30% electrification of Delhi’s vehicle fleet by 2030. It combines purchase incentives with measures to expand charging infrastructure, vehicle scrapping facilities and battery recycling.
According to officials, electric two-wheeler registrations increased by 30% during the July-September quarter compared with April-June. Two-wheelers are a major focus of the policy as they account for nearly two-thirds of Delhi’s vehicle fleet.
The policy also proposes a complete ban on the registration of new internal combustion engine two-wheelers from April 2028.
Under the incentive structure, buyers of electric two-wheelers priced up to Rs 2.25 lakh ex-showroom can receive an incentive of Rs 10,000 per kWh, capped at Rs 30,000, during the first year after notification. The incentive is scheduled to reduce to Rs 6,600 per kWh, capped at Rs 20,000, in the second year, and Rs 3,300 per kWh, capped at Rs 10,000, in the third year.
Other vehicle categories have also recorded growth. Four-wheeler goods vehicle registrations increased by 83% compared with the previous quarter, while car registrations rose 27% and three-wheeler registrations increased 18%.
Officials said 6,225 people had applied for subsidies through the Delhi EV subsidy portal.
Charging infrastructure is another major part of the policy. The Revenue Department identified and aggregated 456 potential locations for charging stations, while another 49 sites were identified through the Delhi Transport Corporation.
Of the 456 sites, the Ministry of Heavy Industries approved 382. These sites have since been reassessed according to vehicle segments, including two-wheelers, three-wheelers and four-wheelers.
Delhi Transco Limited has been designated as the nodal agency for planning and coordinating the charging infrastructure. Its responsibilities include assessing demand, locations and electricity load requirements.
The Delhi government has also brought global consultancy KPMG on board as the Project Management Unit. Officials said the reassessment of charging sites has been completed and the government is preparing to float tenders for the first batch of around 160 to 180 high-readiness sites.
The policy also involves proposals under the PM-DRIVE scheme and other Central government programmes for charging and battery-swapping infrastructure.
Officials said the focus is not limited to financial incentives but also includes ensuring adequate electricity supply, grid feasibility and charging facilities for different categories of electric vehicles across Delhi.
