Charges framed against Hemant Soren

Jharkhand Chief Minister Hemant Soren has been formally charged by a Special Prevention of Money Laundering Act (PMLA) court in Ranchi in connection with an alleged 8.86-acre land fraud case.

The case relates to land in the Bargain/Bargaain area of Ranchi. The Enforcement Directorate (ED) has alleged that the property was illegally acquired and transferred through manipulation of land records and forged documents, and has investigated the alleged transactions under the money laundering law.

Soren appeared before the court through video conferencing during the proceedings. According to reports, the court read out the allegations and formally framed charges against him. His lawyer said the matter will now move towards trial, including the examination of witnesses.

Soren denies allegations

Soren has rejected the allegations and maintained that he is innocent. His defence has challenged the prosecution's case and previously argued that there was insufficient material to establish a prima facie case against him.

The latest development follows the Jharkhand High Court's refusal to stay proceedings in the case, clearing the way for the special PMLA court to frame charges.

What is the 8.86-acre land case?

The ED's investigation concerns an alleged land-grabbing network involving manipulation and falsification of official land records. In an earlier prosecution complaint, the agency alleged that the 8.86-acre property constituted “proceeds of crime” and that Soren was involved in its acquisition and possession. These are prosecution allegations and remain subject to adjudication in the trial.

The ED had previously arrested Soren in January 2024 in connection with the wider land investigation. He was subsequently granted bail. The agency has also investigated several other accused persons in cases involving alleged forgery and manipulation of land records.

Trial to examine evidence

With charges now framed, the case moves into the trial stage. Evidence and witness statements will be examined before the court determines the issues raised by the prosecution and defence.

Importantly, framing of charges is not a conviction. The allegations against Soren will have to be established through the judicial process.
