Zohran Mamdani’s ‘9/11 Conspiracy’: Why the NYC Mayor Is Facing Criticism Over Newly Released Records

New York City Mayor Zohran Mamdani is at the centre of a fresh political controversy over the September 11 attacks after his administration released a huge collection of previously unavailable records concerning air quality and health risks around Ground Zero.

The controversy intensified after The Wall Street Journal editorial board published an opinion piece titled “Zohran Mamdani’s 9/11 Conspiracy”, accusing the mayor of presenting the newly released material as evidence of a deliberate cover-up while, in the editorial board’s view, failing to adequately account for the government response that followed. 

Importantly, “conspiracy” is the WSJ editorial board’s characterization, not an established finding that Mamdani or the city has been involved in a 9/11 conspiracy.

What did Mamdani release?

On September 8, the Mamdani administration announced the publication of approximately 170,000 pages of city records relating to the September 11 attacks, including documents concerning air quality, environmental hazards, health concerns and the city's response.

The records were released following a long-running legal battle involving 9/11 Health Watch. The city has also established a public portal for the documents, with additional material expected to be added over the coming year. 

Among the documents is an October 2001 communication known as the “Harding memo”, which discussed potential legal liabilities facing the city over exposure to hazardous conditions around Ground Zero.

Other records reportedly contain references to asbestos contamination and concerns about health risks in Lower Manhattan. 

What is Mamdani's claim?

Mamdani has argued that the newly released records demonstrate that officials knew more about the dangers of toxic exposure than the public was being told.

At a press conference announcing the records, he said that people became sick because leaders they trusted had told them it was safe to breathe the air around Ground Zero.

The mayor has therefore framed the release as an issue of government transparency and accountability, particularly for first responders, residents and workers who were exposed to dust and other contaminants after the attacks. 

Why is the Wall Street Journal calling it a ‘conspiracy’?

The Wall Street Journal editorial board argues that Mamdani's presentation risks turning a documented dispute over the government's handling of post-9/11 health risks into a broader claim of deliberate deception.

Its headline — “Zohran Mamdani’s 9/11 Conspiracy” — says the mayor is alleging a cover-up of the health effects despite the subsequent response from Congress. 

The editorial comes amid the city's preparations for the 25th anniversary of the September 11 attacks, making the issue especially politically sensitive.

Were the health risks of 9/11 real?

Yes. There is extensive evidence that people exposed to the dust and debris after the attacks suffered long-term health consequences.

The federal government eventually created the World Trade Center Health Program under the James Zadroga 9/11 Health and Compensation Act, providing medical monitoring and treatment to eligible first responders, survivors and others exposed to the disaster. Congress later extended the programme's funding well into the future. 

The debate, therefore, is not about whether toxic exposure caused health problems. Rather, the dispute concerns what officials knew, when they knew it, what they told the public and whether their actions amounted to a deliberate cover-up.

Why is the issue politically sensitive now?

The controversy comes only days before the 25th anniversary of 9/11, when Mamdani is preparing to attend memorial events in New York.

Former New York Mayor Rudy Giuliani has publicly urged Mamdani to stay away from the ceremony, while other critics have questioned his views and political associations. Mamdani has rejected the criticism and said he intends to attend the commemorations to honour victims, their families and first responders. 

At the same time, Mamdani's release of the records has received support from 9/11 health advocates who have long sought greater transparency over the environmental and health consequences of the attacks. The documents could provide additional material for researchers, survivors and families seeking to understand what happened in the aftermath.

The result is a politically charged debate in which the underlying health risks are well established, while the interpretation of official conduct remains contested.
