ADR Report: 84% of Karnataka Ministers Face Criminal Cases; CM D.K. Shivakumar Richest in Cabinet

Bengaluru: A report released by the Association for Democratic Reforms (ADR) has revealed that 84% of ministers in the Karnataka Cabinet have declared criminal cases against themselves in their election affidavits, while Chief Minister D.K. Shivakumar has emerged as the wealthiest member of the Council of Ministers based on declared assets.

The ADR analysis is based on self-sworn affidavits submitted by ministers to the Election Commission while contesting elections. These affidavits include information on criminal cases, financial assets, liabilities and educational qualifications.

According to the report, a significant majority of Karnataka ministers have disclosed pending criminal cases, with several also declaring serious criminal cases. ADR clarified that these are cases pending before courts and do not imply conviction. Under Indian law, an accused is presumed innocent until proven guilty.

The report also highlighted the financial profiles of cabinet members. Chief Minister D.K. Shivakumar topped the wealth chart with the highest declared assets among all ministers. The analysis compared the declared wealth of each minister based on the affidavits filed during elections.

ADR said its objective is to promote transparency in the electoral process by making information about candidates and elected representatives easily accessible to the public. The organisation regularly analyses election affidavits to help voters make informed decisions.

The findings have once again brought attention to the issue of criminal cases involving elected representatives and the growing wealth of political leaders. Similar reports released by ADR in previous years have highlighted these trends across different states and at the national level.

Political parties have consistently maintained that many criminal cases against politicians are politically motivated. They have also pointed out that candidates are legally required to disclose all pending cases in their affidavits, irrespective of the nature of the allegations.

The latest report is expected to trigger renewed debate on electoral reforms, criminalisation of politics and the need for greater transparency in public life.
