Rs 700-Crore Medical Equipment Scam: Delhi Court Flags ‘Copy-Paste’ Case Diary, Undated Statements

A Delhi court has raised questions over the investigation conducted by the Anti-Corruption Branch (ACB) in a Rs 700-crore medical equipment procurement scam, pointing to what appeared to be significant irregularities in the case diary and disclosure statements.

The court observed that portions of one case diary appeared to have been copied and pasted into another day's record. It also raised questions over two disclosure statements attributed to alleged mastermind Rajiv Rangila, noting that the statements did not carry dates.

The observations relate to one of the major corruption investigations being conducted by the Delhi ACB. The case concerns procurement of medical equipment worth around Rs 700 crore by the Directorate General of Health Services (DGHS) and the Central Procurement Agency (CPA).

The CPA serves as a nodal agency involved in supplying medicines, vaccines and medical equipment to government hospitals and healthcare facilities in Delhi.

According to the report, the ACB filed a nearly 12,000-page chargesheet in the case earlier this month. The size of the chargesheet reflects the scale of the investigation and the large volume of material collected by the agency during the probe.

However, during proceedings, the court examined the manner in which certain investigation records had been prepared.

One of the issues highlighted by the court concerned the case diary maintained during the investigation. The court noted similarities between entries made on different dates and said the material portion of a September 26 diary appeared to have been reproduced in another case diary.

The court's observation raised questions about the preparation and maintenance of the investigation record. Case diaries are important documents in criminal investigations because they record the steps taken by investigating officers, including the collection of evidence, examination of witnesses and other investigative actions.

The court also examined two disclosure statements attributed to Rajiv Rangila, who has been described in the investigation as the alleged mastermind of the medical equipment scam.

The statements did not contain dates, which prompted the court to question the circumstances in which they were prepared and recorded.

The concerns raised by the court relate to the documentation of the investigation and do not, by themselves, establish whether the allegations in the larger corruption case are true or false. The observations instead focus on procedural aspects of the ACB's investigation.

The alleged scam involves procurement conducted through government agencies responsible for supplying essential medical materials and equipment to healthcare facilities.
