US Report Flags Economic Nationalism, Corruption as Barriers to Investment in India

A new report by the US Department of State on India’s investment climate has highlighted economic nationalism, regulatory concerns and the risk of corruption as challenges facing American investors in the country.

The report acknowledged that India welcomes foreign direct investment (FDI), but said US investors continue to encounter an investment environment in which openness is balanced with what it describes as “economic nationalism”.

According to the report, concerns surrounding the regulatory system and the risk of corruption can create additional barriers for foreign investors seeking to expand their operations in India.

The report also reiterated a long-standing US concern over differences in the treatment of foreign and domestic investment. It said Indian laws and practices can treat foreign investors differently from domestic investors in certain areas.

The findings come at a time when India and the United States are engaged in negotiations on trade and investment-related issues. Commerce Minister Piyush Goyal is involved in ongoing discussions in the US, while bilateral trade talks are also taking place alongside the G20 Trade Ministers’ meeting.

The US report has called for a more level playing field for investors operating in India. Greater consistency in investment rules and treatment could help address concerns raised by American companies and potentially support increased FDI.

Foreign investment remains an important component of India’s economic strategy, with international companies looking at the country as a major market and manufacturing destination. At the same time, governments often balance investment policies with domestic economic priorities and regulatory objectives.

The report’s observations therefore come against the backdrop of broader discussions between India and the US over trade, market access and investment conditions.

The State Department’s assessment is likely to remain part of the wider dialogue between the two countries as they work through trade-related negotiations and seek to address concerns raised by businesses and investors.

For US companies considering investments in India, issues such as regulatory transparency, equal treatment of investors and the predictability of government policies remain important considerations.

The report’s call for a level playing field reflects Washington’s continuing push for investment conditions that provide greater consistency between foreign and domestic investors.
